The quest Hex Lord? Hah! awards five Badge of Justice, which is the final quest in chain starting with Oooh, Shinies! which leads to the Zul'Aman raid. The quest Stasis Chambers of the Mana-Tombs awards five Badge of Justice, but can only be completed on Heroic difficulty in Mana-Tombs. WANTED: The Signet Ring of Prince Kael'thas.
